De Moscou à Pékin, de l’Union européenne à la Turquie, en passant par les États-Unis ou les pays du Golfe, les partenariats se multiplient à la faveur de la guerre en Ukraine et de la fragmentation du monde. En toile de fond, un objectif au long cours : s’affirmer comme une « puissance moyenne » au cœur des enjeux internationaux contemporains.
